The 1990 Americans With Disabilities Act stipulates that handicapped people must be accommodated in public places. That such is the law is certain. What remains to be understood in many cases, is the extent to which a public institution is truly "up to code" with regard to this law. Surely there must be ramps and/or elevators installed where there are stairs, but what about other impediments for the handicapped, such as, for example, sidewalks? If snow has accumulated on a sidewalk, is an institution legally negligent if it doesn't immediately shovel this snow? The answer isn't totally clear. How does the speech differ in emphasis from the second passage?
