But this distance shows that it is logical that this attack was carried out weeks ago, while Japan distracted the American government with false diplomatic and peaceful conversations.

In the second paragraph, Roosevelt uses ethos which is an appeal to ethics. In this paragraph, Roosevelt shows how, after the facts shown in his speech, it is correct and ethical for Congress to allow a declaration of war against Japan. Without Congress' permission, this will not be possible.

In the third and last paragraph, we can see that Roosevelt used pathos, which is an appeal to the emotional. At that moment, he wants to reach the emotions of his audience showing how even attacked, the American people are strong, will not surrender and will overcome this difficult moment.
