The refusal: first read what was the relationship between the government, located in the faraway capital, and the small town? how do the villagers view the capital and the people who represent it?

It was a relationship of respect and submissiveness from the villagers to the government. The majority of the people from the town viewed the rulers as the law and never questioned anything.

Explanation: Although the capital is far away from the town, the people respect and admire submissively every person that comes from that place. They see them as a wholesome authority and are not disappointed nor hopeful about getting refused by them.
