The main reason why the poem mentions Cuba and Hawaii is:

To show that the people were uneasy about US occupation. Colonialism

This refers to the process whereby one strong country invades another country and rules them.

The complete poem talks about the colonialism by America against weaker countries and mostly African Americans as he spoke against it.

African Americans, were against the idea of the “white man’s burden”, so H.T. Johnson published The Black Man's Burden to represent that unease feeling about a new empire in the Caribean by the United States, which aimed for power over Cuba, Hawaii, Guam, Puerto Rico.
