In an effort to bring awareness to the environment and conservation efforts, the city should provide every citizen with one free tree. Recipients could plant the tree wherever they'd like. This way, they could take ownership and feel a sense of participation in the city's effort to be greener. Studies have shown that when people participate, they are more likely to feel invested in an issue. An additional benefit would be that the city would be more attractive to potential residents and to tourists.
