Paine is trying to say that we can't really cherish the things that is easily acquired, "What we obtain too cheap, we esteem too lightly".

But when it is acquired through hard work, you cherish it and feel accomplished. Freedom is that thing where you need to work hard because it is costly, but in the end it was worth it.
