This resulted to a rule by alliances or coalitions.Article 48: This article permitted the President the powers to impose emergency, suspend civil rights and rule by command.

These defeats resulted in twenty different cabinets that lasted for about 239 days and liberal use of Article 48. People were hopeless and lost confidence in the democratic parliamentary system.
