I think that usually it means D, stating the truth, but honesty doesn't only mean telling the truth though. I think that the most logical option is B? I could be wrong though.

Because if you look up "ethical" on Dictionary.com it says: "pertaining to or dealing with morals or the principles of morality; pertaining to right and wrong in conduct." and if you look it up on Thesaurus.com the top two synonyms are honest and honorable. So I would says it is B, It is doing what is ethical. But I don't know for sure, I just think that that's the most reasonable.

when enough of the citizenry do not believe government can force them or should force them to do its bidding, government has lost or will lose its strength and power to coerce.

when enough of the citizenry do believe government can force or should force them to do its bidding, they become passive at the least or actively pro-government and repeat government’s own rhetoric to pass on what they have been persuaded by government’s propaganda.

a true majority isn’t always needed to govern or to stop government. many times all that is needed is a strong minority. if a determined 30% of the population rises up against government in a concerted effort to bring it down, this size minority usually will succeed as long as those actively opposing the minority are less in force than the minority. so if 41% of the population sits at home watching tv rooting for one side or the other, they don’t matter. it’s the active parties who make a difference.

for this, you need to remember something significant in your own life, for example, if you were bullied when you were younger, you can mention your memories on this and touch on how such treatment can harm other kids your age either physically or mentally. (racism, car crashes, a parent in the hospital are all very good subjects, think hard on it! )
