In oral speaking, especially when delivering a speech, it is very important to understand that most people do not have a very long attention span and therefore, in order for them to really become engaged into the speech, strong introductions, called attention getters are a really important thing to plan and to have, according with the type of audience that the speaker will have to face. Because these attention-getters will be the hook that is used to really gear people´s attention, they are extra important to plan. However, because of the very issue of people´s attention span, a speaker also needs to plan precisely how much time he/she will devote to each particular topic in the speech; otherwise he/she might lose the attetion of the audience. This is why in the answer I said that the first decision would be the use of the extra attention-getter, and the second, the planning of the time alloted to each topic.
