A: Off the top of my head, I'd say there weren't that many neutral countries in Europe. One would be Switzerland, another two would be Spain and Portugal, then there is Sweden and Vatican City (which really didn't have any troops to speak of). The point is that Britain made no such appeal to the neutrals.  More importantly, for your question, neither did Churchill make any such appeal.
