It is able to clearly relay the intended message while showing the freezing condition of the car and the locality as a whole.

The irony is that it  has used a car to display the message (though it being one of the causes of the global warming).

The message is quite clear as it managed to deliver the need to be more aware of the global climate change.

Explanation:

It talks about the case of global warming while at the same time the local climates have been dropping and making it colder to extremes.

It is ironic that this message has been shown or declared by the bumper in a car as vehicles also contribute to global warming. Also, juxtaposing the two words "warm" and "freeze" is quite ironic, in the fact that they are complete opposites. While the world may be warm in a global scale, it is quite the contrary in the local aspect.  

The message is clear in this political cartoon in that it is able to clearly relay the cause of global warming and the effects it has upon the world and pass the message that the people need to be more sensitive to the issues of climate change and the need to be more conscious about it.
