it's because you have reached your question limit.

If you ever get a link for an answer (especially a download link), don't trust it because it could be a virus. Also, the answer box is here for a reason, so there's no reason why people should be adding links, if that's what you mean.

Also, since knows about the link answers, it automatically keeps the person from reporting the answer, commenting or answering the question that it was on since it will be deleted later on.
