A new development is being proposed over a 10-acre site. The developer wants to divide the site into 40 lots and have a single-family home at each lot. Each home will take about 40% of the lot size. 30% of the lot will be landscaped with shrubs, the rest of the lot will be lawns and sidewalks. After finishing developing the site, the first rainfall of the season hits the development. The rainfall lasted for 3 hours with an average of 0.51 in/hr. Geotechnical report prepared as part of the city permit requirement showed that the initial infiltration was 0.32 in/hr, the final was 0.15 in/hr, and decay constant was 0.15 hr-1.
Some residents complained that there was water accumulated at their properties which caused some damages. Residents threatened to take legal action against the developer. The developer hired you to investigate what happened.
