What does the following passage imply about the relative merits of the design-bid-build and design-build processes? The design-bid-build approach to construction projects is a study in unintended consequences. This approach, largely mandated in the United
States by the federal government in order to combat abuse and corruption on government projects, might have been good at blocking or
discouraging unethical practices, but it was also good at blocking project teams from reaching their full potential and developing innovative
solutions. The cure for the ills of the design-build process was higher professional standards industry-wide, not to stick a bidding step through the
middle of the process and leave construction projects to manage themselves.
The design-big-build process is not as effective as the design-build process but at least led to higher professional standards in the industry.
The design-bid-build process is the best way to combat ethical abuses and the design-build process is the best way to discourage unethical behavior.
The design-bid-build process could be as effective as the design-build process if its focus on discouraging unethical behavior wasn't so narrow.
