How would you explain a number system with someone who had never seen numbers before

I would lay down ten objects in a neat line. I would grab a notepad and write 1-10 on it and lay the numbers in front of the objects. i would show them how 1-9 are single digits and above 10 is two digits. Then i would ask them to memorize numbers 1-9 and their order. Once they are memorized i would ask them to memorize 10-19 and so on. Idk if this helps but this is the answer i gave.
