Nitrogen, Phosphorus, Arsenic, and then Bismuth.  That is the order from highest to lowest.

Explanation:

Ionization energy the amount of energy required to remove an electron from an isolated atom or molecule.

So ionization energy increases as you go from left to right and from bottom to top of a family/group.  But it decreases when you go down a family/group.

Nitrogen is in period 2 on the most top part of the halogen family. So it has the greatest ionization energy.

Phosphorus is in period 3 on the second top part of the halogen family. So it has a lower ionization energy than nitrogen.

Arsenic is in period 4 on the middle of the halogen family. So it has a lower ionization energy than phosphorus.

Bismuth is in period 6 on the most bottom part of the halogen family. So it has the least ionization energy.

All in all, nitrogen has the greatest ionization energy, phosphorus has the second greatest ionization energy, Arsenic has the third greatest ionization energy. and Bismuth has the fourth greatest ionization energy.
