Gases are not easily compressible. They float all over and have no arrangement whatsoever. Liquids, however, are closer together, but still have no exact arrangemant. Essentially, gases float all around loosely and liquids would just sit at the bottom of a jar.

Think of a gas filling a room. It is all over and has not order. It only spreads. Now, think of a liquid such as water in a jar. If you only poor a little, it will just sit at the bottom, but when you tilt the glass the water moves. This shows how liquids are compressed, but can still move freely such as gases do.
