The main similarity between the American foreign policies during the 1790s and after World War I, is that they both favored isolationism.

During the 1790s, Alexander Hamilton played a key role in convincing George Washington and the rest of America's politicians that the US should remain neutral regarding foreign conflicts. In 1793, the Neutrality Proclamation was issued.

After World War I, American politicians did not want the US involved in any more foreign conflicts, even before WWI, the US was not willing to engage in the war, it only entered the war in 1917. But that was enough for most politicians that favored isolationism and just stood still watching how Hitler gained power. It is possible that without Pearl harbor, the US would have delayed its entry into WWII for a few more years.
