(2) Valid IDs with the victim's address, date of birth, and clear photo can help to verify if the citizen is the victim. (3) Medical certificates will certify that the person in question was really afflicted by the accident. (4) What is the most fool-proof way to make sure the bill is foolwed? By making laws and regulations that will solidify if that is! (5) More cameras will both prevent the accident and make sure that the accident is well documented with evidence! Imagine diving in a road full of video cameras around; would you drive like a drunk? NO!
