The buildup of waste products in muscle cells that are active might cause

(3): increased fatigue
(4): decreased heart rate

I think it would be an increase in fatigue, assuming the waste that is being referred to is lactic acid, which does build up in muscles after extraneous activity, and cause fatigue and soreness.
