energy can be needed for both passing in the cell or out of the cell, it depends on the type of transport. there is active transport and passive transport. passive transport does not require energy while active transport does. the function of the cell membrane is to act as a gateway for materials to go in and out and to choose what goes in and what doesn't and what leaves and what doesn't.
