If we take the way of lifestyle the prairie dog has and what it requires, then it will not be weird if an animal with very similar characteristics is found living in the tundra. The basic conditions seem to very similar, so an animal that is prairie dog-like, will only need slight adaptations in order to survive in that environment, mostly thicker fur, and ability to have a long hibernation.
