Which is a correct sequence of steps in the scientific method?

So here's my example

1)move your decimal after the First whole number/real number (6. 52)
2)then count how many times you had to move the decimal (once)
3)knowing that your number is greater than one you know that your power is going to be a positive(vise versa if your number was less than 1) so you would put it into form as 6. 52 x 10^1 (six point fifty two to the tenth power)
