Why: I would say A because you want to give information about you to people you know. People you trust and are safe with that information.
I would say B because if you can trust your friends, then you can trust that their friends are trustworthy, and can  hold that information.
Why not C: Not C because you wouldn't want to give personal information to some stranger. You have no idea of who they are, and what they will do with it. Better be safe than sorry.
